China’s new data rules restrict personal information that apps can demand from users

The regulations specify that 13 types of apps should not demand any personal information when offering basic services. They also provide details as to what can be considered “basic services”. However, the regulations neither mention how app operators should go about collecting information not designated as necessary nor do they specify how violations would be penalised.
